Julio Borges predicted that the implementation of the new Organic Law of Education (LOE) will be a "total failure" in Venezuelan society, in large part by the lack of national consensus on the legal instrument "implementation will fail."

proponents of this initiative were the national coordinator of Primero Justicia, Julio Borges, Thomas Guanipa, secretary general of the yellow awning, the governor of Miranda state, Henrique Capriles Radonski, the mayor of Sucre, Carlos Ocariz, the mayor of the Salias, Ovidio Lozada, accompanied by the secretary general of Podemos, Ismael Garcia and Vice President of the party Ricardo Gutiérrez.
Through a meeting with the rector Vicente Diaz, the representatives of Primero Justicia and we could know that the activation of abrogating referendum is inappropriate, so raised to make use of Article 204 and 205 of the Constitution.
Therefore, the CNE would have to set the mechanism to consult the voters their opinion on the LOE. Once the assessment of voters polled by the National Assembly is obliged to discuss the draft that, as a failure to do so, proceed to abrogate the activation of the referendum.
This request will be carried out through a letter to the president of the CNE, Tibisay Lucena and other members of the electoral body. All this in order to discuss the Organic Law of Education, with the participation of Venezuelans and not exclusively from the National Assembly.
